Description
===========

NASA/ARC has a requirement for a Meggitt Avionics Helicopter Air Data System (HADS) computer to be reprogrammed for use on the Aeroflightdynamics Directorate (AFDD) EH-60L Black Hawk research helicopter. The Meggitt Avionics HADS was developed for the AH-64 Apache helicopters to provide accurate low-speed air data. Due to differences in the aircraft characteristics, a HADS system cannot be installed on a different type of aircraft and be expected to provide accurate air data. AFDD currently has a second HADS air data computer which is intended to be installed on the EH-60L research aircraft but needs to undergo a similar reprogramming before it can be used. The reprogrammed HADS air data computer shall provide accurate, low-airspeed air data to the EH-60L Black Hawk helicopter research systems. The Meggitt Avionics HADS provides extremely accurate air data in the hover and low speed flight regimes which is important for the research performed by AFDD.

NASA/ARC intends to purchase the service from Meggitt Avionics, Unit 2-5 Titchfield Park, Fareham, Hampshire, PO15 5TT, CA United Kingdom.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Marie Morales at Marie.Z.Morales@nasa.govnot later than NOON local time on February 26, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
